An LPB Scheme is a platform to provide opportunity to probationers and practitioner firms to render professional consultation services, hereinafter referred to as CINP Independent and Professional Consultation Services (CIPCS) required for Core Inclusion Nepal Program (CINP). Through LPB, probationers and consultants can serve CINP Multiple Donor Platforms (CMDP) through their expertise in multiple domains such as equality, equitable development, gender based practices, inclusion, justice, community partnership and capacity building etc., in view of the requirement laid down under clause 71 of the Core Inclusion Nepal Program Guidelines (CINP-g), who shall comply with CINP protocols by adhering to professional conduct and best practices, under a designated terms and conditions in the capacity as a long-term and short-term holder of the contracts awarded to them.
The CINP consultants and CINP Independent Expert Bodies (CIEB) shall comply with CINP-g, who shall get enrolled to the scheme, subject to their eligibility to be determined through Physical and Online Assessment Test (POAT) by the CINP Program Management Team (CPMT) to help them uphold the quality of service, fidelity to CINP stakeholders, service transparency, objectivity, social and environmental responsibility, fairness of competition and high reputation of the CIPCS.
The probationers and practitioners can apply for LPB Scheme either in an individual capacity or in a capacity represented by a registered firm. For all contracts awarded, the applicants shall be formally enrolled into the program and issued a contract, hereinafter referred to as LPB contracts with a unique contract id. For the final award of the status as a CINP Consultant and CIEB, the LPB bidders shall have to complete 2 assignments at any CINP Impact and Domain Areas (CIDA) through formal reports to be submitted by them to CPMT to demonstrate their qualification to achieve one or more objectives of Fund and Program Level Activities (FPLA) before the commencement of LPB contracts. Their analysis of the problems and gaps working with partner entities and give solutions in implementing CINP program level objectives through above assignments and reporting shall be given due consideration while awarding the forgoing status. All LPB applicants shall have to empanel themselves into the scheme.
